Does anyone know if there's any special requirements or procedures involved with opening a range?  I love the idea of creating a public indoor range, but wasn't sure if it would be too much of a headache.

Yes with outdoor ranges there are regulation for noise and your backstops must be big enough and when you buy property make sure it is ok to build a shooting range on it. For indoor ranges it is easier since you can put it anywhere just have to soundproof it and make sure your backstops are good. But it will cost money that is for sure, however you will make a lot of money once it is up and running. And of course starting any business it is going to be a lot of hard work to get up and running.

Houston is the only major area in the state I am aware of that does not have zoning, so in most areas you cannot just put a range "anywhere".  

The EPA also has guidelines that must be met.
