Is it legal for two Oregon residents to transfer a rifle (actually a stripped AR lower) without going thru a dealer? Seems that I read that you could but can't find info now. Thanks

Yes. If both are OR residents you can transfer rifles and pistols privately.

Just make sure you don't do it anywhere that there might be a Measure 5 background check requirement.

What is a measure 5 BGC requirement? I am unfamiliar with this,

any place that has 25+ guns for sale IIRC. Like the parking lot of Sportsmans Warehouse.

The 25+ rule was designed for private sales at gun shows. However, it could apply to any location.

And it was sold as closing the gun show loophole, but somebody's going to be the test case for the letter of the law someday. Let it be somebody else.
