I had no idea that getting a carry permit as a non-resident was even a possibility. It used to be damn near impossible for residents to get a permit.

1) Review the
training page and see if you are exempt (e.g., you served in the military)
2) If you are
not exempt, find and take a Maryland-specific training course from an
approved instructor (16 hours plus range qual)
3) Get your fingerprints taken at an
approved location4) Register on the
MSP Licensing Portal5) On that portal, create a new Wear & Carry (HGP) application, and complete it, being sure to upload the following as electronic files:
- Proof of completing training (or proof of exemption, like your DD-214)
- Fingerprint transmission receipt from wherever you were fingerprinted
- Color passport photo
6) Submit and wait. You'll get an acknowledgement via email within a week and final adjudication within a month or two.
