Have a friend, who is a PA resident. His father is a MN resident, and wants to bring a Glock 30 out for Christmas and give it to his son / my friend. Looking for the proper & legal way to accomplish this. Obviously this needs to go through a PA FFL, but can his father bring it with him and transfer it in person, or does he need to ship it to a PA FFL before he travels? Regards, Matthew |

Actually, it appears death and estate have nothing to do with it:
"The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild." From section (c) of 18 Pa.C.S. ยง 6111 http://reference.pafoa.org/statutes/PA/18/II/G/61/A/6111/sale-or-transfer-of-firearms/ But again, father being out of state is probably an issue. |

Handgun transfers must be done by an FFL or co. Sheriff - and the recipient has to pass a PICS http://www.portal.state.pa.us/portal/server.pt?open=512&objID=4451&&PageID=462425&level=2&css=L2&mode=2 A out of state FATHER can GIVE a handgun to his son - but the PICS must still be done. . |

If you are a resident of state A and travel to state B the gun must be transferred by a FFL with a 4473 and PICS/NICS check. Federal law is the "floor" and irrespective of state law you still must comply with federal law on all gun transfers. |
