Does the NYS AWB apply to only magazines that were made or imported before 9/14/94 or can magazines that were made in other countries prior to 9/14/94 be brought back to the US for personal use.

This.

There's guns/mags/parts coming in from other countries everyday through actual importers/dealers.  But when it comes to Joe Schmoe going on a trip to X country and trying to bring back mags in his suitcase, that's a whole 'nother story.  Over on the Saiga forums, there was always talk about people going across the pond on vacation and wanting to bring back Izhmash factory 8 round S12 mags (that go for about $150 a pop here in the states).  I don't remember the specifics, but it wasn't as simple as putting them in your suitcase.
