Are all Polytech M1As pre-94?

Lots of the Internet chatter about M1As refers to the 1989 import ban and 922 compliance so I am having trouble getting a straight answer about 1994 preban status. From the little I can gather, all Chinese M1As were in the the US before Sept. 1994. True? False?

Anything Chinese came in before sept 94. Clinton signed an executive order that ended importing small arms from China. I can't remember which month but definitely before September.
