I haven't been able to find information on this, Is it possible to send in a Opt-out form if you don't have a pistol permit, but are planning on getting one in the future?
Or are all those who get a permit in the future set up to be exploited by rags like the Journal News? Also, since there's no Opt-out provision for the AW registry, will we be seeing lots of maps published with headlines like "Does YOUR neighbor own an automatic assault weapon?" |

AFAIK you can "opt-out" at the time your pistol license application is filed. From the unSAFE Act FAQ: Q: When I register my assault weapon, will my records be kept private? A: Yes.
