What are the laws regarding purchasing handgun FROM someone who is under 21. I know they can legally own at 18 but what about purchasing from that person?

I've searched for hours to no avail

Its legal. Generally laws won't tell you what you CAN do they will only tell you what you CAN'T do.

Private sales are legal as long as the buyer and the seller are both 18.

No problems buying or selling private party if under 21 but over 18 in state. Handguns, rifles, shotguns, and I believe class 3 stuff (someone might want to correct me on that).

I have data supporting if you want/need.

edit : here's some links on the handgun to look over.

I had been going back and forth with some guys at work about being under 21 and possesing a handgun. After reading those links I feel comfortable that i was right and they were wrong.

I open carried a .357 Ruger Blackhawk from ages 18-20 with no problems.

You can obtain an armed guard card at 18, so I don't understand why people don't get 18 legal for everything. (private sale)

Carried my pistol from age 18 till now. Used to carry concealed at work all the time but now I can't where I work. They feel I am a liability if I do. :(

That seems to be the case.  I know SBR/SBS/Suppressor have been approved.  Not sure if anyone under 21 has gone for an MG yet though.
