I've heard that shipping firearms within AZ, from resident to resident does not require FFL. Is this true?

Either.  However you cannot ship handguns by mail, you have to use a "common carrier".  FexEd won't ship to a non-FFL, but UPS's own rules say that they'll ship to and from parties that are legal to do so...thus, in-state shipments of handguns should be allowed by UPS, but have to go overnight.

Rifles can be mailed via USPS.

Awesome, I love AZ. If any of you guys over at Diamondback (Tucson) read this, make sure your fellow employees know this. I called there yesterday and the guy told me absolutely no way I could ship without an FFL.  I love the way gun store guys will answer any question with authority even if they have no idea.
