I am active duty Army stationed in beautiful North Carolina, and wanting to get my CCL for back home (MS). I'm just a little confused on if I'm even eligible for a resident license. I got an NC drivers license when I turned 21 a few months ago. I'm sure I can just renew my MS license and turn in my current license. The only other thing is that I won't be able to get back to MS for atleast another few months. Can I fill out my application, get a passport photo and get fingerprints taken in North Carolina?
