Can someone under 21 buy a handgun from a private party in your state, and what happens if they are taking it to the range and happened to get pulled over? As long as its transported properly theres not going to be a problem right?

you have to be 21 to purchase a handgun from an FFL
you have to be 18 to purchase a handgun from a private party (I think. It's possible that you may be able to be younger)
open carry is legal (except for certain city ordinances) so it doesn't even have to be in a case

yah they can, but a handgun must be shipped to an FFL.

SO, if you shipping from MD probably not a good idea.

I'm not sure about open carry for those under 21. Just to be safe I would suggest he put the pistol in an obvious pistol case unloaded and throw it in the trunk.
