I've been going to school in MI for the last 3 years but as a resident of VA and with a VA permit. I got a job here and want to minimize the amount of time that I have no permit because when I get a new DL I will void my VA permit. I was hoping I could get a non-res permit somewhere else and after I realized that I couldn't do that I noticed that on the MI website:

The applicant is a citizen of the United States or is an alien lawfully admitted into the United States, is a resident of this state, and has resided in this state for not less than 6 months. The concealed weapon licensing board may waive the 6-month residency requirement for a temporary license under section 5a(8) if the concealed weapon licensing board determines there is probable cause to believe the safety of the applicant or the safety of a member of the applicant's family is endangered by the applicant's inability to immediately obtain a license to carry a concealed pistol.


I don't want to wait 6mo plus the application time. Would I qualify for the exemption as I have resided here for 3 years?

Yes, as well if you wanted to get a non-resident permit, MN offers them to non residents.  If you're in the UP it's not too bad a drive to go get one.  That's what I did.

I read on the packing.org website that MI only excepted resident permits from other states.

I've already had a CCW class and I'm not that excited about sitting (and paying) for another one. I just want to know if I can be exempted from the "residing for 6 months" requirement as I have been going to school here, working here, and have had an apartment here for several years.

They don't care.  Trust me, I am from Ohio, went to school in MI (living in MI), and now my permanent residence and post-grad job is in MI.  No matter what, it is 6 months from when you get your MI driver's license.  I have tried every avenue, from using my school ID to trying to prove I've been renting a MI residence for 4+ years.  All that matters is the drivers license.

What Hoolie said. There is no provision to "transfer" an out of state permit into a Michigan CPL. And the residency issue starts with when you changed your DL.

Where are you located? I'm sure one of us here can hook you up with a class at a discounted rate.

Keep your VA Driver License, and go to the Sec of State and get a Michigan Identification Card (not a DL). After you've had the MI ID for 6 months get your MI CPL and change your DL.

If that would qualify me for residency, based on my income, I could wait another 6mo to change residency and still be legal.

When did this happen?

When I was stationed in California, my Michigan Driver License expired. Now my license was still valid under michigan law until I returned to the state to renew it, but I grew tired of the hassle of having an out of date ID, so I got a CA driver license, which I decided to keep because it made buying guns in CA easier (without it, I had to have my military ID and orders stationing me in CA every time I wanted to buy a gun). When I came home on leave, I got a MI ID card with no hassles no worries.

Oh, well. You can still get a voter registration card here in Michigan and that will establish your residency, just hang onto the VA DL for another six months.

Update 2:

I just called the SOS (again) and they told me I couldn't get a voter registration card or a state ID, that I could only have a DL or a State ID, not both.

Bullshit.

That can't deny you voter registration. You can be registered to vote anywhere you want, but only in one place.
There were lots of folks who owned vacation homes where I grew up. They were only there for 3 months a year, but were registered there to vote so they could keep the taxes down on their vacation properties (voting down school millages).

I totally agree. I don't know what the deal is. I haven't paid VA taxes in years, I should be able to vote here since I pay taxes here.

I'm not sure who else to ask, two different SOS employees said the same thing...
