So I finally got a lower that I am going to dedicate to an SBR build. My question is does the lower have to be complete or can I just send the stripped lower in to get the paperwork completed?

You don't have to send the lower in with the paperwork.  Just put the serial number from the lower on your form 1.
(So a stripped lower is completely fine)

No problem, the paperwork is actually all pretty easy and straight forward.  And if you've got a good sheriff in your county you're pretty much set.

Since you said you're new to this I'll direct you here ARFCOM Class 3

Lots of good info there to get you started

tx1021 how long did it take you to get your paperwork done? I have spoken to a couple of people about it and they have been telling me 4-6 months. I went to The Firing Line and spoke to a gentleman about setting up a trust and he said that way it would take 2-3 months.

Mine was almost exactly 4 months door to door, I'm pretty sure there is no real time difference between trusts and individuals but idk since I did not do a trust.

There is a thread at the top of the class 3 section that has recent times for all of the examiners to give you an idea.  There is also http://www.nfatracker.com/. Although its really a crap shoot.  Some people get them back in weeks and others wait 5+ months, so who knows?

I sent mine in late SEP (arrived in Early OCT) and got it back Mid-Lat DEC.
Mine was individual.
