Can you legally ship a lower receiver intrastate to a residential address in TN?   I did a little research and found this.

It is not federally unlawful to ship any firearm intrastate.

Note that you cannot use either FedEx or UPS to ship between unlicensed individuals period anymore, assuming you obey both federal law and their Terms of Service.

AFAIK, shipping a receiver intrastate via USPS seems to be okay since it is not a handgun. ATF FAQ is wrong, btw (or at least incomplete, not unusual) as you are only required by federal law to notify for shipments between non-licensees, so YMMV depending on which clerk or even stationmaster you draw if you do.
