This may seem like a stupid question---but I've only bought/sold long guns privately---if I purchase a pistol from another NY State resident, I have to go through an FFL, right?   That's how the NCIS check would get done. . . . I think I just answered my own question. . .

So up until the latest abortion of a law was passed, there were no NCIS on long guns via private sales . . . guess that's what confused me. . .

Pistol sales between two NY residents with pistol permits didn't have to go through an FFL before SAFE. Fill out a form or notarized bill of sale at the county clerk (usually both people have to appear to amend permits if from same county)...

Now with the unSAFE act I don't know.

Pretty sure the same rules apply, so yes you'd have to go through a dealer for handguns as well.
