I live in the communist state of Maryland, I bought a used AR in in lower York county and now want to sell it to a PA resident.  Do we have to do a transfer through a FFL dealer or can we just do the transaction as a long gun sale?

if your a resident of PA with a PA DL then it's face to face. If your a resident of a different state than the buyer then the transfer has to go through an FFL

OK I'm not a resident of PA but I have a guy that is a PA resident that wants to buy it.  Didn't know If I could do the Face to Face sale with him since I was a Maryland resident.

The transfer needs to take place at a PA FFL.

Whether you ship it or hand deliver it to the dealer... doesn't matter. Either way, the buyer fills out a 4473, gets a background check and pays a transfer fee at his PA dealer.

I could do the transfer at my shop, but I'm probably a bit too far away to be practical for either of you.

Freedom Armory to the rescue.  I think that's why they're so close to the PA/MD Border.
