1. Is it okay to store pmags fully loaded?

2. when I pull back on the charging handle the bolt doesn't hold open. I have to hold the catch down for it to hold open the bolt. It looks like everything is in the right spot.

PMAGs hold 30 rounds unless permanetly blocked to 10rds for CA  legality.

I assume your 'fully loaded' is 10rounds.  The 10rd restriction may be a bit too tight;  
full mags do need to allow a little up/down motion of the ammo so bolt carrier can
move over it.

I have the 10/20 pmags... The limiter always about a half of round movement. The dust caps that come with the pmags go on with no problem. Just wondering if I shouldn't load them all and store them...

I'm in the process of getting the mags marked/labeled and plan on storing them fully loaded (10 rounds) in ammo cans. But don't want to run into an issue with the mags because of this. They mags will be stored in a temp. controlled enviroment.

Last I checked P-Mags were good to go being stored fully loaded.

Load your magazines and clip the cover in place. They should be good for many many years.

The rear shelf of the follower may miss the bolt catch on some lowers. Sometimes its even the bolt catch itself being short. Sometimes the magazine needs to be broken in so the spring fully pushes the follower with minimal resistance,,,,, Take the magazine apart, clean out the insides very well and reassemble, see if that helps.
