I am wanting to start reloading for my 223 and .40, and I was wondering where is a good place to pick up primers and powder around Louisville to avoid the Hazmat charge.

I found a place in just across the river from Louisville called Reloaders Supply LLC located at 3808 E 10th Street, Unit #2 Jeffersonville, IN 47130. Their phone number is 812-282-4022. Call them and they will either have what you need or will order it for you.

This.

Or gunshows, or Knob Creek Range, or Kieslers.  I've found primers at Shooter's Supply and Lotus from time to time, as well.....but KCR has an impressive array of stuff back near the parrot.

Reloading is a hobby that greatly benefits from economy of scale. I can order primers and powder in bulk from Powder Valley or another online supplier and save over say a Reloaders Bench or Knob Creek and that is after the shipping and HazMat charges. Same with bullets. If you are buying by the tray of primers, pound of powder, and 100 bullets it is hard to see any savings. If I had to pay the costs I see in retail then I would just buy ammo instead as time is money.

Shop these

HiTech ammo
Powder Valley

I'm just getting into reloading myself but I have already come to realize the same thing. If you are reloading to save money, buying in bulk is the way to go. For powders and primers here are some of the places I look...

http://www.powdervalleyinc.com/
http://www.grafs.com/index.php

for pistol bullets, this place has some good bulk prices on very well made bullets...

PS - gun shows are another good place to look. Last gun show around here I found a case of 5000 CCI #41 primers for $150 OTD. That beats even the online places once hazmat and shipping is factored in.

Powder Valley had a no shipping no HazMat charges deal on 10K Tula primers a while back, and you could add 45lbs of extra HazMat for free shipping too. So i stocked up my cache and added powder to round out a buddies order also.  Bought as many .308 and 5.56 pulled bullets from Hi Tech as I wanted to carry out at the Knob Creek.  Pistol bullets I use Delta Precession, from them I can get FMJ for what I pay for Berry's plated, and they give you a break a 6K and at 10K again.  So I should be good for next year or two..
