semi-auto rifles in 5.56 or 7.62x39? Good friend is wanting to get something up there but does not really use the internet, told him I would do some research. I haven't been back in nearly 10 years since we left thank God.

Most everything, provided that the rifle is made feature compliant [1994 AWB].  No mags holding more than 10 rounds made after 9/13/1994.  There are additional restrictions if one lives within Boston proper.

So: if the rifle was made before 13 September 1994, go to town.  If it was made after that date, most folks remove any flash hider and threads [generally by pinning on a brake or thread protecter, and having a fixed stock.  Oh, and no grenade launcher or bayonet mount.

Magic date is 9/13/1994. I realize this was likely a typo, but I just don't want to see anyone jammed up.

So the way I read this, all you need is a pre-ban lower receiver and then you can have any other features ie adjustable stock, flash hider, etc, since the lower receiver is really the only part of the firearm that the state cares about, right?

IFF that pre-ban lower had been made into an assault weapon (Fed definition) on/prior to 9/13/1994, it is grandfathered in MA and can be re-constructed into any configuration that the owner likes.

I don't understand the nuance. A stand alone lower built prior to 1994 is just that. What does it matter what is was "made into"?

The Clinton Ban years . . . BATFE ruled (or perhaps it was written into the Fed Law, I never looked) that it had to be built into a gun with "evil features" to be grandfathered. MA copied most of that Fed Law verbatim, so that is the only safe interpretation to use. Lowers sold on/before 9/13/1994 that were never built up prior to that date didn't qualify for that status and mfrs supplied S/Ns to BATFE of all ARs mfd on/before that date. The list is here on ARfcom.

Example, I bought a Ruger 10/22 that was made ~1986, purchased it ~1989. Full walnut stock, no evil features. It would be illegal for me to change the stock and have more evil features than allowed by the MA AWB if that gun was still in MA (I moved out with my guns a few years ago).

Very interesting. I have a preban Colt sporter match HBAR that I purchased with the original upper. I assumed I was good to go. Didn't realize that wasn't the case with all rifles back then.

I'll now try to find the S/N list you mentioned to confirm.

Would there be any demand for a 183-series (manufactured in 1983) Mini-14GB with full-length stock (which appears to have been painted black), flash hider and bayonet lug?

Is that correct?

As long as we are talking "pre-ban", the answer is yes. MA gov't has no firearms-savvy legal experts, but BATFE during the Clinton ban determined that not only did a pre-ban have to be made on/before 9/13/1994, but it had to have been configured with sufficient "evil features" of an AW to be a legal pre-ban. So those of us that are/were in MA have used that same criteria to be on the safe side. Ergo: In 1989 I purchased a 1986 model Ruger 10/22 with full walnut stock . . . since it had no evil features prior to 9/13/1994, I could not (in MA) modify it with anything that would violate the AWB in MA (which wording was lifted from the now long expired Fed ban).

Thanks. I thought the MA law more or less mirrored the old Federal AWB.

I'm going to go ahead and list it on the EE and might even join Northeastshooters.com and list it there, as well. I'm not looking to make any money off it. I just love the idea of getting another pre-ban rifle with the evil features into the hands of patriots in a place where the government makes it as difficult as possible.

(I was born in Chicopee while my Dad was stationed at Westover AFB.)
