This would never of happened under Hillary's administration. BK even straight up said due to regulatory and tax cuts, they can bring in the BILLIONS of dollars from over seas to invest HERE!!!!

Intel had an empty 200,000ft2 Fab here.... it was only a matter of time before they actually used it.
They rightly guessed, when they put Fab42 on hold, that they didn't need to increase capacity of 14nm and they were able find a way to do 10nm using a modified version of their current front end process.
7nm is even more complicated and I believe they will be using EUV, so it makes sense for them to use an empty fab for that.
