local dealer tells me i can purchase 20 in. hbar,and walk out without
waiting period like when i purchaed my stripped lower.
is this true?

HBARs are traded as long guns - cash & carry (on a 4473 from your dealer).
Non-HBARs (and any lower) are traded as restricted firearms, replete with extra cost, MSP 77 and the extra trip back to the seller.

Yep, very true.  I bought a bushmaster modular from The Gun Rack a few years ago with an HBAR.  Brought it home the same day.

Heard at a gunshop that one gentleman with deep pockets bought a complete HBAR on the spot, put it in his car, and promptly went back for a carbine upper and collapsible stock.

Umm why didn't he just buy an HBAR carbine then?  As long as it's marked 'HBAR' barrel length or stock configuration does not matter.

That's correct.  I recently picked up a Bushmaster 16" HBAR at a gunshow in Timonium and brought it home that day.

Hmmm, Thats strange.

I bought a RRA Pro-Series Government (16" H-Bar) and had it Transfered through Barts.

They made me do all the "registered firearm" paperwork and I had to wait 10 days!!!
I was approved. So I guess I registered a gun that doesn't need be???

Join the club, Frank, it's a raw deal and they don't know or care.

The Bart's staff are a major PIA anymore and after doing business with them since the '70s, I have quit going in there. Al, the manager, has NEVER appreciated or properly serviced their gun clientele and would rather embroider baseball caps and play with bats. Their firearm, ammo and reloading stuff had dwindled over the years and is giving way to organized athletics.

Within a half mile of Barts, try Clayton Otto and A&D Pawn for transfers and some firearms in stock.

was it because it has a 16 in. barrel and not a 20 in.?
could it be the difference betwwen rifle and carbine?

No, the law only specifies 'HBAR' no other mention of barrel length or 'evil features' is made.

As Ed said - Barts is full of idiots, though honestly I'm not crazy about A&D either (though they are far better than Barts).
