Are you looking for a dealer or just owners? IIRC Valley Guns in Inwood applied for their C3 but I don't know if they have it yet. There's also a guy in Hedgesville who can do C3 transfers, but I can't remember the name or contact info offhand; it's at home and I'm stuck at work.
