i have a question about buying lowers.i see a thread about ffl transfers of cav arms lowers. do you have to use an ffl when buying a lower from a private party in an other state, or they considered just parts?

The stripped lower is the 'gun' according to the law. State to state transfers have to go thru a FFL.

Transfers in the same state aren't required to go thru an FFL in Oregon.

I know a dealer in Veronia that has low fees for transfers.  Let me know if you need his info.

That's prolly a wise move. I know that is what I am doing.
