Not really sure where you're looking online.  Most of the traditionally used spots out there are a combination of lands.  Anything remotely close to the mountain is National Monument, owned by the United States Fish and Wildlife Service.  Most everything else off the road is BLM.  There are pockets of State Trust Land too.  Here's a link to a map that some folks use.  It takes a little getting used to.  Also, you need to check the box for land ownership.  The colors in the legend don't match up well.

The Desert Nat. Mon. is administered by the BLM, under the Dept. of the Interior.....not FWS.
Alot of annexation WAY south towards Maricopa rd.
Absolutely rediculous how much remote land is gobbled up by shear greed of the nearest 'city'....this shit only slowed down due to the housing bubble bursting. But watch for it again
