It's legal.
It's steel core, and not classified armor piercing by the ATF.

Be real careful with that steel core stuff ! My buddy has a nasty scar/chunk missing out of his leg from a steel core .223  ricochette. The back drop was clear and it had to have come from a small stone or some unknown and lightly covered hard object in the dirt berm

I have had it hit me also. Keep that to 100yds min and you should be fine. No 25 yd plinking. The steel part doesn't even deform.
