can someone open carry with a drop leg holster? or is that just unheard of

Yes you can open carry in a drop leg just as with any other holster.

Personally you might want to think about retention while doing so.

My $0.02 and worth every penny you paid for it.

its a safariland 6004 so it has a locking strap

Has anyone OC into town yet? I would like to, but I don't want to go through the public hassle until OC is more common.

Are you referring your town, or any town? I've been carrying around Racine, other are OC'g in Waukesha, South Milwaukee, Sheboygan, Fond du Lac, Green Bay, Madison, etc... If you read about all of those places people have carried on http://opencarry.mywowbb.com/forum57/.
