its not a flash hider or any sort of sound suppressor, and assuming i can weld it on the barrel it would be permanent.  I simply like the look of them, and my current muzzle brake starts small grass fires when i shoot prone.

I suspect that after one shot there'll be no doubt as to what it is.
Whatever "devise" you attach, it is to be permanent or not readily removable.

They are legal.
I'm thinking of putting one on my AR with a 22 upper.
I know someone that makes them and they can be installed
with set screws and a "dimple" on the barrel.

Legal?  Maybe.  If they don't reduce noise, they won't be a silencer.  If they don't reduce flash, they won't be a flash hider for AWB purposes.

Is a fake can a smart thing to have?  No, because it can only cause trouble.  A LEO that is being obstinate about it is likely to confiscate your gun for investigation or worse arrest you.  Will you beat the charge?  Maybe, probably even.  Is it worth the hassle?  No.

any other suggestions, starting grass fires at the range is not the best thing ...that has already started trouble.

this is what i currently have, came from the factory like this.  Century C15 sporter  I have no idea if it is removable or not.  Guessing since it IS NY legal its not easily removeable but can be with some effort.

as for the LEO's hehe i shoot with them all the time, local, county and state boys.  They have asked to shoot my rifle a few times and i always oblige them.  if they shoot it and examine it they cant bitch about legal crap.

How about you just use a fireproof mat under your muzzle at the range. Hell, some newspaper secured with rocks may work (I've never tried).

A fake can in NY just screams 'looking for trouble' to me.

Water can/fire extinguisher.

A bucket of water, pre-treat the area you're shooting over?

I have never heard of muzzle flash starting a fire in the grass a weapon is being shot over. Are you shooting in tall dry gas soaked grass?

they mow it every other week, its reasonably trampled but most times is about 3-4" high  It is dry  but yeah the grass starts smoking and i have to stamp it out with my foot about every 8-10 rounds.  I'm pretty sure its my muzzle brake there are 3 holes pointing right at the ground.  Im going to grab a brake like the one posted above and get my gun guy to mount it up for me.
