yeah that I think.  A knowledgable class three dealer advised me th do it so If I ever wanted to take the fun full auto step it would be easier and he said the Dems haven't been able to pass anti legislation on this..... yet

If you have to modify the reciever in any way, ATF considers it intent.... The only lowers that will not take a "DIAS" are some of the Colt's....I would just buy a different lower...

Just to add make sure it is a low shelf lower. Some make it with high shelfs and they will not fit. AMEETEC and I believe CAV's, and most others are low shelf. Just make sure and ask before taking the plunge. I bought an ASA the other day at the gunshow and it had a high shelf. I didn't notice till I was home...bad on me. RDIAS is a fun way to go as you can move it to different guns. Like 9mm and .223.

I believe all the lowers made by LAR are low shelf.

You could have the shelf lowered on a given receiver, but it would be much easier to buy a low shelf lower instead.  Sell your high shelf lower to someone who doesn't have a DIAS.
