Also asking for his address, would i use his actual address or the address of the police department?

That would Police Chief Lynn Rowe if you live inside the city.

Just mail it.

Include a letter that says something like this:

Dear Chief/Sheriff X,

Enclosed please find, as per federal regulation, a copy of my ATF Form 7CR. You are not required to take any action with respect to the enclosed form. If I can be of any service, or if there are any questions, please do not hesitate to contact me at the address above. Please be advised this is not a license to do business, but only a license to collect.

Respectfully,

+1 or just mail his copy to him .. I'm sure this isn't the first one he's got in the mail!

Never heard of Rowe signing one for anyone.  And I used to work there.  Too liability conscious
to want his name on such a thing.   Besides, I think it asks for CLEO in the county you are in.

I took mine to either the GC Prosecutor (an assistant worked) or the GC Sheriff
who was Jack Merritt at the time.    I think Sheriff  Arnott would be good to go too.

He doesn't need a CLEOs signature or appoval ––- he only needs to inform/notify the CLEO that he has applied for a C&R FFL by sending him/her a copy of the application form.  Doesn't really matter if he sends it to the Chief Of Police or to his county sheriff ––- he will have satisfied the requirement either way.

Thanks for the correction-
My bad...........I read past the C&R and my brain kept saying Class 3.  Duh.

Still, I would send it to the Sheriff since most likely, the goal is future Class 3 stuff
anyway.

Sure wouldn't hurt anything.  The idea of sending a nicely written letter along with the copy of the application probably isn't a bad idea, either.
