I noticed the 20 inch HF complete upper is $499 with bcg and the A2 lower build kit is $119, which together is $618. However, the rifle kit with the HF 20 inch barrel is $699. What is the difference between ordering the complete lower and lower build kkit vs the rifle kit?

Separate question, do you think you'll get the regular 20 inch complete uppers from FN back in? I know you said they wouldn't be roll marked FN, but was hoping they would be available in the future (tax return time :) ).

When you buy a complete rifle there is a fedral tax that is added to it.  When you buy the lower separate from the other pieces you avaoid that tax.

The tax wouldn't be applicable in either scenario because neither option includes the lower receiver. The rifle kit is everything but the lower and it is my understanding that a complete lower and the A2 lower build kit equals the rifle kit in parts count. Before the new website went up the rifle kit was cheaper than it is listed at now - can't remember how much but it was significant.

No FET.    We had a couple of wacky price transfers from the two systems.  Feel free to order the kits separately until the issue can be resolved.
