Is (was) this scope meant for the a full size rifle (20inch barrel) or the carbine (16inch barrel) ?

It was not made for either one specifically. I have seen pictures of it on rifles in the Vietnam era. I don't believe they were gov't issue but could be bought at the PX on most bases. The 3x20 were the first ones and then they came out with the 4x20. These were not made by Colt  but by a Japanese co. whose name I forget. The carbine came out later than the rifle, so I don't believe they were made specifically for the rifle. I had been looking for one in new condition, in the Colt box with papers, found it and paid a premium price for it. It's a 3x20 that's going on my '87 carbine to replace the 4x20 Leapers that has been on for all these years.

I really couldn't tell you but I have the 4x20 on my 16" and it works well for me.
I don't get much of an opportunity to shoot past 200 yds though.

I have a 4x20 colt scope made in Japan.   My dad gave it to me in May of 86.   I had a SP1 at the time and I used it on that.  
Still looks just about new.  Been in the box for about 25 years now.   Fixing to put it on a 6720 light weight I just picked up.  Along with the carry handle.
Want to go back old school.
