I recently purchased an AR15 SP1. It was a police trade in and its in good shape but not great.  I am thinking about having the lower receiver refinished.  Any thoughts on this?  I was tempted to send it back to Colt to have it done but according to their website its about an 18 month wait. Anyone ever do this?

I would leave it alone. Those PD marks give it authentic character. If you must refinish, Victor at US Anodizing is the only way to go. He can do a factory perfect Colt gray.

I would do the whole thing. Best bang for the buck is to have it cerakoted. Matte armor black looks fairly stock, but you can do it in gray, od, or hell neon pink if you want. Actually getting it anodized is probably going to cost more and take longer. If its REALLY a beater then krylon it and roll on!
