I received my PSA 16" ss midlength upper and I am very pleased with the purchase. Fit and finish is perfect, machine work is great, and the upper was indeed test fired. I hope to get at least 500 rounds through it as soon as the weather improves(almost 4" of snow already). Here's a few pics...And I just mounted the cheap optic until I decide on Vortex or Leupold.

I had a chance to get out to the range today at 5:30 just before getting dark. I sighted in my cheap 1.5x4.5 Tasco shotgun scope and pulled off dime sized groups at 50yrds. This was from a bench with no rest or bags since i was in a hurry and forgot. I was using 55gr AE223. I am extremely satisfied with my PSA build. I ran 100 rounds before it got too dark but no failures or issues. I can't wait till I have more time and decide on a decent optic to really see what it can do. Here is a pic of my first group at 100 yrds.
