I have a new Colt 16" barrel on a "slick side" A1 upper.  M4 handguards have also been installed on this barrel.  I have noticed quite a bit of "play" or "slop" at the handguards.  The handguards actually move a little bit.  I have two other upper units with "regular" handguards on them and they dont move much at all.  So, is the problem in the handguards, the barrel or the upper receiver???

My M4 handguards do not move appreciably. In fact, they are rather tight and kind of a pain in the ass to get off.

Did you assemble this upper receiver assembly yourself? How do the handguards move, back and forth, side to side, or do they rotate a little?

They rotate.  Well they did rotate.  A business put the upper together.  A few minutes ago i took them off.  I put them back on.  The fit is alot better now.  Must not have been "seated" properly.  And your right, These are the hardest damn handguards to get off.  Thanks for lookin boomer....

Yeah, they probaly just weren't seated quite right if all they did was rotate a bit. If you look at the rear inside of the handguards, you will notice a couple of teeth molded into them that engage the barrel nut to prevent rotation.
