I have been planing on getting a Steath upper with the tax return this year but now I am debating between it or the OBR 556
but I am having trouble picking which one to get. I know both will be the popular answer.

I have an OBR lite  and If I had it to do all over again, I would have gotten a stealth upper instead.

I have an 18" Stealth and an OBR 7.62.

I'm happy with my choices though I'd give an OBR lite a home down the road.

I'm curious with your statements. What stealth are you running that's lighter than the OBR Lite? Because I have both the 16" OBR Lite and a 16/13.2" Stealth and with the same load out the OBR Lite is  definitely lighter. I also compared my OBR Lite to a friend's 16/11" Stealth and the Lite still feels lighter.  

About the price; I think they're just about the same as a similarly equipped Stealth rifle:

LaRue Stealth Upper     1,195.00

Geissele SSA                   184.95
UDE Kit                             239.95
Milspec Receiver Kit          69.95

That's $ 1939.85 + LPK  which is about the same as $ 1,995.00 for the OBR Lite + case + goodies.

Ok I'm glad I wasn't the only one who had to do the math to see what the price difference was... It's not much so I don't see the angle...

I plan on getting the lite obr if not the heavy as well this year bc I'm always uber pleased with their products

I was planning on buying the Lower, the Geissele SSA triger, and the UDE Kit along with the Stealth Upper anyways so I guess
my next question which probally should have been my first question. Other than the Hand Guard Design what are the diffs between
the two.

The reason I went with the Stealth design was to build it over time and with a ARP 6.8 barrel. Only things not LT are the barrel, bolt, gas tube, & gas tube pin.     Well, CTR stock & tube, and Giessel from LT as well.

I have both but I would love an OBR 5.56 18" HBAR with at least a 14" handguard/tube.
