Anyone happen to know what compound is applied to a PVS-5 tube to keep the wires in place? Or what I could use as a substitute?

The MX9916 image intensifer used in your PVS-5 is Gen 2 and the wires are soldered in place with typical thin wire flux solder sold at any Radio Shack. I think that is what you are asking ? Anyhow, the TNVC industry page is not the place for this question. The Night Vision Forum will yield more information.
Maybe this is the place if TNVC brings back the PVS-5.
