Greetings, I am a fairly new 07 FFL. I have not applied for SOT yet. I make lowers for funsies in my little town just to piss off liberals. I have befriended a small (10 sworn) Department that has expressed interest in me building them new SBR's on my lower. Can I do this without an SOT? As of now, I just xfer my lowers as a receiver, and folks can build their own. Can I just xfer a complete lower and let the LE source their own shorty upper? Thanks, DCM EDIT: Wrong section.
