I want to cut an AR 16inch heavy barrel down, recrown, and permanently attach an XM177 flash hider to it (for legal 16inch.) How much would this service cost approximately?
Or could I magically change it into the midlength I really want

If it's an Hbar, then we can change it to a Middy. That would run (if sending barrel ONLY) Contour FWD of gas block = $65, Install FSB = $130, Re-locate = Gas Port = $35, and Shipping = Actual. Add $35 for Dis/Re-assemble if sent in a complete upper.
Cut and perm would need Threading for AR Barrels (includes cut and recrown) = $65, Perm muzzle device = $30, and Shipping = Actual. Also needs Dis/Re-assemble if sent as an upper. If you need anything else, email me [email protected].
