Hello, does anyone know when Colt first produced the M4 Colt Commando RO933?

I think that would have been the RO733.  The RO 933 has the M-4 flat top.  I think Colt started building the M-4 Commando around 1999.  However I'm not sure.

yup I think you're correct.
the flat top upper was introduced in the mid 90s with the M4 carbine. I would assume Colt started building the 933 at the same time.
