I just received my R3 and I have read that this barrel is hand lapped. Any truth to this, and if not what would be the proper break in for the barrel?

No break in needed. It's been lapped, cryoed, and test-fired. Very little likelihood of anything happening to that bore at the point you get it as part of an upper half or rifle.
