| A friend of mind bought a RRA lower in this chaos and did not pay much attention to it ( also he is not very AR smart) got one marked pistol and on the opposite side of the serial number it says RRA pistol only. Can he turn this lower into a 16 in carbine and not get tossed in the clink or can this be used for a pistol only ? |

In generaal, he's okay.
As longas trhat lower (you don't mention its actual configuration) has never been built into a pistol, he can still build it into a rifle. BATFE Legal Branch redefined th estaus of lower receivers several years ago, and lowers are sold as "firearms", not pistols or rifles....so as long as it isn't one or the other, and never has been, it can still be built into either. The first builder pretty much defines the future status of the lower. Steve/RRA |
