On the Magpul website it says the RVG comes with a custom mounting rail. So, I am assuming this means it comes with the rail to mount it to the MOE handguards. Is this correct? Just trying to figure out what I will need to order with it.

I imagine the rail would be more for attaching to standard handguards. Naturally railed fore-ends wouldn't need one, and they make a seperate grip (MVG) for attachment to the MOE handguards.

I will attach it to the MOE handguards with a rail. That way if I get a railed forearm later on, I can use the same VFG.
