Given that I don't have a gun-specific manual for my new Tactical Entry ( see this thread), I am not quite sure how to properly remove and reinstall the floating rails.

Do they come off like the stock plastic covers?

Quad rails aren't generally designed for end-user removal (except for the SureFire models which do go on and off with one hex wrench, and the ARMS SIR systems, which are also fairly easily removable...but harder to get back on correctly)), as there is no reason to remove them under normal conditions.  The Daniel Defense, YHM, and RRA quads will generally require an upper receiver vice block and some specialty tools of one sort or another.

Compressed air works really well...even the little spray cans (really CO2) that are made for cleaning keyboards and such.  The plastic tube really lets you direct the air flow where you want it.  From my own personal experiences, unless you're draggin your rifle through the woods or mud, you really don't get that much foreign material inside your handguards/quadrails, but if/when you do, the compressed air is the easiest way to remove it.
