I'm relatively new to AR-15's so sorry if this a dumb question. What are the relative advantages/disadvantages of the RRA tactical carry mount vs ute 2 vs dominator? Originally I was thinking about just getting a flat top and mounting optics if I wanted, but I appreciate any input from you guys. Thanks.

Each method has its benefits and detractions.  
An A4 upper receiver is about as versatile as it gets.  Even if you get it with one of  the "carry handles", it's still an A4 underneath.  A flip up rear sight or stand-alone raer sight can also be mounted.
The UTE-2 is an evolutionary step from our original UTE.  By lowering the mounting rail to A$ height, you have a permanent rear sight with the ability of using mounts made for an A4 upper receiver height.
The Dominator was designed for a federal agency specifically for use with their EOTechs.  It offers a full time rear sight as well as a mounting platform for either the 510 or 550 series EOTechs in non-perfect co-witness (dot is slightly higher than front sight post, not on tp of it).
The tac Mount was designed for Aimpoints in the extra wide, low ring, and again, for non-perfecrt co-witness.
The A2-style removable carry handle is just that.  A rear sight with a handle in front....although I can't say as I've ever seen anyone carry it by the carry handle (I remember sargeants yelling about it being a weaon not a piece of luggage).  You can mount certain optics directly to it, but most would require an intermediate mount, which takes the optic too high for best accuracy.
