Ok, take my test in 6 hours. I have a Yaesu FT 60. Got it yesterday and I have playing around with it a bit, confusing to say the least. One major reason I am getting into HAM is so I can monitor my local agencies if need be to find out whats going on. I am listing a website further down where it shows freqs for different public safety radios. Can I scan these with my radio? I havent heard so much as a peep on anything other than my local repeaters. Also I downloaded popular coastguard and SAR freqs of this site. How do I know if my radio set up right for these? Can I transmit on these in an emergency? Dont want to wait to find out if Im in trouble and have no comms. Im in Genesee County South Dispatch area. Thanks.

you can not monitor these with your FT60.  your local law enforcement/public safety folks have converted to a digital system called P25 (also known as APCO-25), and they are using digital radios which operate in the 800MHz band.  your FT60 can neither decode P25 digital signals nor be tuned to 800MHz.  so it's a no-go.  to monitor you would need an 800MHz P25 radio and it will need to be programmed specifically for the region you are in.

USCG marine VHF frequencies are analog FM in the high 150MHz range, your FT60 is perfect for monitoring these.  turn off PL/DCS and you should be good to go.

you can transmit on ANY frequency during a bonafide emergency.  note that "help! we are running out of beer!" is probably not going to be viewed as an emergency by the local authorities and that may lead to (significant, expensive) legal problems.

The list/site you provided appears to be that of a 800 MHz Trunked System.  

While your FT can monitor up in the 800 band, I don't think it has the ability to follow the trunked system (I am no expert)
It also features wideband receive from 108-520 and 700-999.990 MHz (less cellular).


If you go Here you'll see a list of freqs in your county that for the most part you can hear on your FT-without any issues.

You'll prolly need some sort of Trunking Scanner to monitor the bands and groups in your post.
