Yesterday I received a FT-60r I bought on ebay. It was from a private seller with 100% positive feedback. The auction said like new hardly used. When I received it it came with the box and all paper work and looks new. The power was in the on  position when I took it out of the box and it was completely dead. I checked the battery and it was at 3.5 volts. I charged it over night and it still does not work. The screen flickers a couple times and then nothing. I checked the battery again and it is only putting out a little over 6 volts Do I need to try a different battery or is this thing toast ?

The FT-60R battery pack uses 6 AA size NiMH batteries.  Fully charged it should be something like 7.3 - 7.5 volts.  I think your battery pack is toast.  

Consider getting one of these battery cases and your own NiMH batteries.  You'll end up with a higher capacity battery than the stock pack and the ability to use non-rechargeable AAs in an emergency.
