Neat idea but will not work in humid climates.

It uses evaporative cooling. the principle works really well in hot areas with low relative humidity.  Many homes in Salt Lake city have tis kind of cooling.  However, it does not work well in areas that are hot and humid.  The air already has a ton of moisture, so there is less 'opportunity' for evaporative cooling.

I watched a movie about a guy trying to live for a year with zero carbon footprint. He tried that method but settled on having his neighbor make ice for his cooler. His food kept rotting in the clay pot.....

You can download a psychometric chart from Trane to check your conditions.  It looks like we could get about a 20*F delta in our area.  Some days better and some days worse.  I have wondered in the dry/arid climes, if water will be scare to keep the contraption 'charged.' When I was a little kid, my aunt lived in a house w/o electricity or plumbing (I don't remember, but my older brother does), she and my uncle kept their things in the blue hole/spring/creek.

You could always use a different solvent.  Acetone or alcohol, even gasoline.  Not good for long term and would be flammable, but would get colder than you could using water and would work in high humidity.
