| Does anyone have any info about the fcc's database not being able to accept new records? Monday they only made 7 updates and yesterday only 16. Usually they do 100s per day. I got an email from the club that sponsered the test I took that said the fccs database is not accepting new records from the arrl. No mention of when the problem is supposed to be fixed though. |

It's the new anti-surveillance laws. The government isn't allowed to keep any records in a database about people anymore.
Just kidding. I don't see any press releases about it, and there isn't any talk on QRZ about it. Maybe a bunch of people called out sick? It is the start of a pay-period. |

I am under the impression that a NEW amateur radio licensee must wait for license to ISSUE by FCC before first operation, but a license class UPGRADE is valid, with operational privilege as soon as the VEC examiner signs your properly scored and passing TEST. If you have a license and the testing paper saying you upgraded you can operate as xx#xxx/AG |

I am in no rush for mine to show up as I am covered but just adding my thought that something is going on as my original license took 10 days to show up and that was with me testing on a holiday weekend. |

The reason you can operate immediately for an upgrade is that you already have a call sign.
But if you are not yet licensed, you have to wait until the first one is issued and you are assigned a call. With no call, there is nothing to stick a /AT or /AG to. HOWEVER, some VECs will try to get a new ham through the system ASAP by letting the CVE email scans of the paperwork, rather than having to wait on snail mail for the actual paperwork to arrive. They want to get new hams on the air quickly. |
