I saw a guy here that made an all aluminum chassis for his precision rifle.
I would love to give it a try but I don't have a mill...

How about casting aluminum? will it be too soft or give it a try...
I am thinking that I probably need to use a metal inserts for the
action screws.

I am more of a hands on guy, so I was thinking of building one out
of wood for fitting and everything...then from there build one made of
Styrofoam and do a little greensand casting.

You still need a lathe and milling machine. No casting that you are likely to make will be precise enough to bolt right on. Draw a few designs and try to come up with something that requires a minimum of precision machining. I did make an aluminum stock for a BR rifle. Worked great and no bedding worries. Something that you plan on shooting comfortably from the shoulder would take a lot more design and fab work than my bench only stock.

The forearm as well as stock mount will be modular for different lengths and types.
