My wife can shoot well, and it's scary. To quote one of my favorite movies, Trainspotting, "For a vegetarian.... you're an evil shot". We're not vegetarians, but the quote sticks in my mind.

I'd like to buy my wife a good snipe-worthy rigle for her 35th BD (late April). She bolt action; I think the controls just feel iright to her. Anyway, I'm thinking .308/7.62. I'd be so sad. but strangely happy, to buy a 338 Lapua. Any recommendations for a bolt action right for at, around or under $1k? Of course the optics may be more expensive than the rifle, so a better question: can anyone recommend a good setup for the same? (~$1k)

Peace through strength.

Feeding a .338L is $$$$$$$

A .308 is a fine choice with mild recoil.  You can shoot it all day pain free and that means shoulder and wallet.

I recommend a Remington 700 with a 5r barrel if you can find one.

While I've researched and do like the Remington 700, I forgot one key piece of information: I'd like this thing to be magazine (AR-10) fed. Any ideas? Of course the Rem 700 is a contender and I understand its reputation, but were I live, mags are restricted, so, with my extremely pro-2nd Amendment views, I'd sure like to use my 19 round AR-10 mag.

Yeah, 338L seems like a kickass round, but I've seen the prices--rifles and amm!--so, I'm thinking of sticking with 308/7.62 mat-fed or 30-06.My wife has an affinity for 30-06, though, never having fired one; neither have I.

I have a Rem 700 Long range in -06, it's turned put to be a extremely reliable rifle that shoots around MOA or a little better with Factory ammo. I've Been using HSM ammo with 185 gr and 210 gr bergers VLDs. Hand loading can get you even better results obviously.

I got the rifle for under $700 including tax, I'm very pleased with it. The only downside is you wanting to use AR 10 mags, this is a long action so you would have to do a bottom metal replacement for that specific action.

I would suggest something in 6.5 Creedmoor or a 243 with a fast twist (1:8).  The recoil is less and ballistics are better than a 308.

Tikka CTR in 260 would be another good choice.

The Ruger Precision is available in 243, 6.5C, and 308, and will take AR10 mags.

I don't know of  single action priced less than $1K that I would trust with 338LM. At this point You still need a barrel, trigger, stock, inletting, bedding, rails, rings and scope.

I was gonna suggest this. I'd lean 6.5 Creed more than 308 though. Usually plentiful and fairly cheap factory ammo, light recoil, and it will do just about everything a 308 does or better aside from probably 1/2 the barrel life.

The Ruger precision Rifles have a kind of Savage/AR hybrid type barrel attachment method and they can be user swappable with headspace gauges and tools if I'm not mistaken.

When you said AR-10 mags, you really narrowed it down for bolt guns. I'd suggest the Ruger in 6.5CM. Great ballistics and it meets your criteria and price point.

The savage stealths should be out next month that may interest you. Good luck finding a RPR. Been looking for 4 months with no luck.
